当前我国不少地方还存在脱离自身需要盲目引资的情况。为提高引资决策的科学性，本文从分析投资者与投资环境的关系入手，提出投资生态理论及其研究的两个问题：即对投资者而言，是研究投资环境的选择以及对投资环境的适应；对引资者而言，是对投资环境的改善以及对投资者的选择。进一步地，本文分析研究了投资生态系统的内部作用机制，并从投资生态平衡的角度，提出当投资者与投资生态环境相互满足、投资者需求与引资方需求相一致时，才能实现引资（投资）效益最大化。

Presently in many places in china, efforts are being blindly exerted to attract investments only for its own sake instead of aiming at addressing and alleviating the local development bottlenecks. In order to enhance scientific decision - making on attracting investment and on the basis of a thorough analysis of the relationship between the investors （investment） and the investment environment, this article puts forward two important indicator systems which need to be more carefully addressed in the study of investment ecology, namely, on the side of the investors, the selection of investment environment and their adaptabilities to the environment, while on the side who intends to attract investment, the improvement of its investment environment and the selection of investors （investment） from different sources. Through an analysis of the interacting mechanism among different factors within the investment ecosystem, and following the principle of keeping the investment ecological balance, the article concludes that the investment benefit can be maximized only when the requirements of the investors （ investment） and the investment environment can fit in with each other and thus each side can help fulfilling the development objectives of the other.
