美国《不让一个孩子掉队》将“高质量教师”专业发展标准作为解决不同儿童学业差距问题的主要政策举措,并出台相应的高质量教师标准、经费和培训措施。经过数年的实施,该政策对美国教师专业发展造成了多方面的正负影响,其中诸多的利弊得失值得我们分析借鉴。

It is a consensus that the high quality teacher is a key factor for ensuring high quality education. The professional development standards for high quality teacher was one of the most important measures put forward in the act of No Child Left Behind issued in 2002. This paper reviews the contents and the actions regarding teacher professional development in the NCLB and analyzes the positive and negative influences of NCLB on teacher professional development. With a purpose of identifying the advantages and disadvantages of the policy, this review intends to provide some thoughts for policy making related to teacher professional development standard in China.
