以我国废纸回收利用系统为研究对象,从收集、分拣、贮存、处理填埋、废纸制浆等环节出发,对废纸回收利用体系的成本及经济、社会、环境效益进行分析,建立了该系统的成本-收益分析模型,运用情景分析方法讨论了提高系统效益的途径.结果表明,自由竞争市场下我国废纸回收体系的成本较高且收益单一,具备规模化潜力和盈利空间;现有回收模式、渠道的规范化管理是回收利用系统完善的当务之急,在此基础上利用回收体系效用改善政策矩阵,提出改善废纸回收体系的政策建议.

China＇s recycling system is still scattered while recycling rate is low. This paper focuses on waste paper recycling system （WPRS）, and sets up a cost-benefit model of it. Dividing the whole system into six parts as collection, separation, junkyard, landfill, pulp and transportation between each part, the economic, environmental and social cost ＆ benefit of WPRS are analyzed. The result shows that the system costs much but benefits from a single way under free market scenario, but there does be benefit potential when scale is involved. The scenario analysis went on to discuss the approaches for each part of the recycling to improve the benefit. At last, a matrix of policies is given out, which may provide suggestions of policy making to improve WPRS.
