区域经济发展绩效差异产生的原因，被不同学者归结为（物质）资本、人力资本、政策以及社会制度等方面的差异。从表面上看，区域经济发展不平衡是一种或两种要素优势比较的结果，其本质则是区域内存在的能够将各种资源的比较优势整合起来的潜在资源——社会资本作用的结果。对社会资本主要表现形式及其与区域经济发展之间关系的分析表明，区域经济发展的不平衡与社会资本的差异存在密切联系，优质的社会资本有利于促进区域经济发展，而劣质的社会资本则阻碍区域经济发展。

The differences in the performance of regional economic development have been attributed to differences in material capital, human resources capital, policy and social systems. At the surface level, imbalance in regional economic growth has resulted from comparison of one or two advantageous aspects. But at a deep level this is the consequence of the function of a potential resource, that is, the social capital, which can integrate the advantages of various aspects within the region. An analysis of the major forms of social capital and its relation with regional economic growth reveals that imbalanced regional economic development is highly correlated to differences in social capital. High quality social capital is beneficial to regional economic development, while poor quality social capital may prevent regional economic growth.
