消除我国传统农村公共服务“收钱养人、养机构”、“人浮于事”、“效率低下”弊端的良方，应当是创建蕴涵新公共管理价值和技术、彰显顾客导向和市场化运营的“以钱养事”机制。然而，在推进“以钱养事”改革的初期即“阵痛期”，顾客导向和市场化运营又萌生农村公共服务主体模糊、服务质量难以保证、钱事不匹配、监督缺失等问题。本文对“双溪桥模式”的调查表明，渡过改革“阵痛期”的理性抉择是：重塑公共服务组织和公共服务供给链，以农民需求为导向，以政府统筹为方略，践行“整体驱动”的技术路线，构建“以钱养事”与“无缝隙服务”机制有机耦合的农村公共服务新模式：

The best way to eliminate traditional rural public services of ＂overstaffing＂, ＂ineffective＂ in China should be to create values and techniques of new public management, to show the mechanism of customer -oriented and the operation of market -oriented. However, in early reform of implementing the ＂funding public affairs＂, there comes a lot of problems resulting from customer - oriented and market - oriented operation. For example, the main subject of public services in rural areas is vague ; it is difficult to gurantee the quality of services ; the fund does not match the actions ; and the phenomenon of lack of supervision etc. The successful experience of ＂Shuangxiqiao mode＂ has shown the rational choice to get through the reform of ＂period pains＂, which is to rebuild public services and the supply chain of public service organizations, to meet the demands of pe~sants, to co - ordinate the strategy of the government, to practice the technical route of ＂overall drive＂, and to establish a flew model of public services in rural areas by organic coupling of ＂funding public affairs＂ and ＂seamless service＂.
