创新政策对国家创新系统的绩效有着极大的影响,直接决定了国家创新系统功能的发挥,两者之间存在密切关系,相关的文献中对两者之间互动关系的机理缺乏系统研究。本文在对相关文献回顾的基础上,提出了国家创新系统与创新政策体系之间的互动关系模型。其基本结论是：国家创新系统是创新政策体系提出的基础,创新政策体系是促进国家创新系统内部知识流动的向导和外部拉力,从而提高国家创新系统的运行绩效。

The innovation policy has direct affection on the function of national innovation system and has great impact on its performance. There is close relationship between innovation policy and national innovation system. Little literatures focus on the dynamic mechanism systematically. This article proposes a dynamic model to explain the relationship between national innovation system and innovation policy system. The basic conclusion is that national innovation system plays a fundamental role when constructing innovation policy system; innovation policy system is pulling force which promotes knowledge flow in national innovation system, as to enhance the national innovation system performance.
