赫尔巴特从社会本位的立场出发,高度重视培养人的道德性格,并通过教育的杠杆形成维护社会秩序的保障。以道德培养为核心的教育目的基于其对人——个体的人和社会的人的理解,着眼于社会,落脚于具体个人,教育性教学就是实现这一目标的重要手段。培养秩序化个人,并推动他向秩序化社会转化是贯穿其中的灵魂和指导原则,其关键是构建个人秩序化的观念。教育管理的根本就是促进个人秩序化行为的养成。

혁이파특종사회본위적립장출발,고도중시배양인적도덕성격,병통과교육적강간형성유호사회질서적보장。이도덕배양위핵심적교육목적기우기대인——개체적인화사회적인적리해,착안우사회,락각우구체개인,교육성교학취시실현저일목표적중요수단。배양질서화개인,병추동타향질서화사회전화시관천기중적령혼화지도원칙,기관건시구건개인질서화적관념。교육관리적근본취시촉진개인질서화행위적양성。
With the view of community, Herbart attaches great importance to the cultivation of children's moral character in order to form and maintain the social order by the lever of education. His moral-- centered educational goal was based on his understanding of human--individual and social human, thus he focused on society and settled on specific individuals. Educational teaching was an important means to achieve that goal. Training personal order and improving him to transform into social order was its soul and guiding principle, while its key point was to build the concept of personal order. And fundamental goal of educational management was to develop individuals' acts of order.
