制定计划对项目管理的成功实施非常重要。剖析了在计划制定中常存在的计划片面、流于形式、过祖或过细、没考虑风险、缺乏裕量等问题；在制定计划过程中，首要的原则就是要有计划执行人的直接参与，强调了项目干系人积极主动地参与进来的必要性和重要性。项目计划的制定过程，实际上是对项目一系列问题澄清的过程，也是一个对计划不断进行调整的过程，最后给出了在制定项目计划时一般应遵循的步骤流程。

Drawing scheduling is very important to successful implementing of project management, Some frequent mistakes including incomplete, superficial, more cursory or more specific, lacking in risk appraisal, inadequate for buffer sizing are deeply analyzed in the dissertation. In the course of drawing scheduling, the most Important principle is the direct participation of the scheduling executor. The necessity and importance that project stakeholde- rs should directly and actively participate in the project is emphasized. The course of drawing scheduling is not only a course of clarification to a series of problems of the project but also a course of continual readjustment of scheduling. Finally, concrete implementing approach of drawing scheduling is presented.
