新农村建设、城乡统筹发展是当前重要时代背景。文章通过分析土地整理与之关系，将土地整理内涵拓展为：城乡一体化框架下、区域范围内的国土综合整治，强调与新农村建设、城乡统筹相结合的综合整治。并在此基础上构建项目规划综合化、工程运作市场化、具体实施社会化的土地整理运作模式。
