本文通过构建评价指标体系对西部城乡统筹发展水平进行测定得出：西部地区10个省（市、自治区）城乡统筹水平均低于全国平均水平，且内部差距较大。为了确定西部城乡统筹的制约因素，本文计算了城乡统筹与各影响因素的关联度，结果表明：经济技术水平时西部城乡统筹的影响程度最大，其次是城镇体系建设，最后是资源禀赋。为此要着重提升西部经济整体实力、完善城镇体系及软硬件建设、加快配套制度改革、促进资源向资本转换。

The level of balancing urban and rural development of 10 provinces （municipalities and autonomous regions） in western areas is measured by constructing an evaluation index system. The result indicates that western level is relatively low and that different provinces （municipalities and autonomous regions） have large internal gap. To certain the restraining factors, this paper calculated the degree of association between balancing urban and rural development and its factors. The most important influencing factor is economic technology level and after it is urban system construction. The least important factor is endowment of resources. Therefore, it is advisable to strengthen economic power, perfect urban system and software and hardware construction, intensify the corresponding system reformation and promote transformation of resources to capital.
