积极发展社会保障中的非政府组织，是全球化和政治民主化进程的必然选择，也是我国深化保障体制改革、转变政府职能的现实需要。作为一支新兴的社会保障力量，我国的非政府组织多半属于政府主导型，有着明显的官民二重性，缺乏应有的独立性和自治性，内部管理水平也较低，与其他国家非政府组织相比较，差距明显。因此，我们必须积极采取措施，在新的历史时期，推进社会保障中的非政府组织的创新发展。
