伊春是我国首个开展国有林区林权制度改革试点的地区。改革过程中坚持的原则：生态优先，林地不逆转；改革收益资金不流失，国有林资产保值增值；公开、公平、公正。改革中积极探索建立国有林资源经营的新机制与林地经营的多种模式，出台了一系列扶持林地承包经营的优惠政策。经过努力，伊春的森林资源得到有效保护，造林质量明显提高，森林面积和积蓄不断增加，承包职工经济收入逐步提高，社会效益日益明显。
