Based on the retrospection and analysis of the original concept of the military administration, this paper puts forward a new basic definition of the military administration, makes clear its connotation and denotation, differs and recognizes the respective status and adjacent relations of military administration, military management and military specific professional management, and puts the objective state of the military management system construction in the right place comprehensively.
