A new idea was put forward that is the classificatory criteria of the new indices and computational method of the dynamic indices are redefined. The new one index can efficiently avoid the frequent consumption curve, the peak or trough serious resource consumption intensity, such as supply capacity exceeding the resources of the occurrence of engineering resources, thus the uses of the recourses will be kept balance to control the cost and ensure the quality and schedule of the engineering.
