Building a new socialist countryside is huge project that will benefit several hundred millions of farmers. As the subject of the new countryside construction, the farmers must rely on the promotion of the government to play their role. The paper selects the county of Shanxi which is backward in economic development but with good results in the new countryside construetion as the case, to analyze the leading function of the county government in the new countrvside.
