针对科技自主创新绩效的内涵和科技投入产出的特点,建立了2套指标体系,分别用来评价宁波市纵向创新绩效变化情况、与国内其它副省级城市创新绩效比较,并运用DEA方法进行实证分析,发现宁波市科技自主创新的绩效指数变化是没有规律的,并且绩效指数的变化都是由技术进步效率指数的变化引起的。在国内15个副省级城市中,发现宁波的科技自主创新是相对有效率的,但创新能力较低。

According to the connotation of performance evaluation to region sci-tech independent innovation and the character of sci-tech inputs/output,the article establishes two set of indicator systems which are used for to evaluate the change situation of the Ningbo own longitudinal innovation performance ,Ningbo and domestic other viceprovincial level city innovation performance comparison.Based on DEA,it discovers that the index movement of performance of Ningbo science and technology independent innovation does not have the rule,and the index movement of performance is caused by the index movement of technology advancement efficiency.In the domestic 15 viceprovincial level cities＇ technical independent innovation performances,we discover that innovation performance of Ningbo is the relative effective ,but innovation ability is low.
