改革开放以来，我国区域经济体系的发展和建设管理呈现新格局，体系进一步完善，结构更趋合理。在区域经济发展与合作中，中央政府要从宏观上进行指导，制定规划时要结合各地具体实际，强调区域发展的合作与协调性，增强区域的互补能力，转变职能，打破行政区划限制，加强基础设施建设等方面。地方政府必须因地制宜制定自身发展规划，增强区域协调，强化区域政策的有效性，大力调整产业结构，优化产业布局。
개혁개방이래，아국구역경제체계적발전화건설관리정현신격국，체계진일보완선，결구경추합리。재구역경제발전여합작중，중앙정부요종굉관상진행지도，제정규화시요결합각지구체실제，강조구역발전적합작여협조성，증강구역적호보능력，전변직능，타파행정구화한제，가강기출설시건설등방면。지방정부필수인지제의제정자신발전규화，증강구역협조，강화구역정책적유효성，대력조정산업결구，우화산업포국。
Since the reform and opening up,Chinese regional economic system has advanced enormously. Its structure has become much more reasonable, and system becomes more perfect. In the regional economic development and the cooperation,both the central and local governments should take rightly function in policy-making, to promote the overall development of regional economic system.For example, the central government gives some guidance in macro aspects, when making plans, combine with the reality of local areas, change its function itself, break adminstrative restriction and strengthen the construction of infrastructure. While the local government should center aound the de- veloping plan-making according its reality, enhance the effectiveness of regional policies,adjust industrial structure, and optimize industrial pattern.
