2000年以来，我国地方科研院所大量转制为科技型企业，实现了由事业单位向市场竞争主体的角色转变。重庆市转制科研院所经过几年来的发展取得了一定成效，但仍存在经营规模、经济总量小，科研开发能力、市场竞争力弱等问题。重庆市转制科研院所在定位于市场经济的大环境中，依靠科技优势，提高创新能力和研发水平的同时，应进一步强化意识，塑造主观条件；落实措施，营造客观条件。
2000년이래，아국지방과연원소대량전제위과기형기업，실현료유사업단위향시장경쟁주체적각색전변。중경시전제과연원소경과궤년래적발전취득료일정성효，단잉존재경영규모、경제총량소，과연개발능력、시장경쟁력약등문제。중경시전제과연원소재정위우시장경제적대배경중，의고과기우세，제고창신능력화연발수평적동시，응진일보강화의식，소조주관조건；락실조시，영조객관조건。
Since 2000,a large number of local academies has become sci-technology enterprises,changed from insti- tutions to market subjuects. However,due to many reasons,these enterprises face so many problems in the develop- ing process,such as small operational scale, little economic gross, weakness in researching capability and competi- tion. The academies in Chongqing＇ should depend on technological advantages,enchance their innovational and re- searching ability, increase market consiousness, and try to put into effect.
