产业结构优化的实质是由以往靠多投入转向更多依靠信息化、自主创新能力提高和政策创新实现产业发展。要解决我国绿色食品产业快速发展中暴露出的产品、企业规模结构以及靠多投入推进产业粗放发展的模式.实现产业发展方式转变.关键要从理论上揭示产业结构演进与政策创新的一般规律.明确中国绿色食品产业结构优化升级的内在根据和产业政策如何适应这一要求。本文依据产业经济发展等理论.系统分析中国绿色食品产业结构特点、问题及原因.构建了产业结构升级的模型.从理论上揭示了通过政策创新导向促进绿色食品产业结构升级的依据、条件、主要内容与路径。

The essence of the optimization of industrial structure is to transform from more input to dependence on informationization, the enhancement of self-innovation and the innovation of policy to realize the development of industry. In order to solve the problem which has been exposed during the process of production, the scale of enterprises and the mode of massive production, to realize the transformation of industrial development, the key is to reveal general law of the evolution of industrial structure and the innovation of policy, to make it clear that the law that determines the optimization of Chinese green food industry and how will the industrial policy adjust to the law. According to the theory of the industrial economy-management, the paper systematically make an analysis on the feature, problems and the reasons of Chinese green food industry and construct the mode of industrial structure optimization, and reveal the basis, condition, the main contents and channel of the orientation of policy innovation to improve the optimization of green food industry.
