联合国开发计划署（UNDP）提出的人类发展指数（HDI）仅用三个指标难以完整地表现人类发展的全部内涵，所以，本文在拓展的人类发展的概念的基础上，构建新人类发展指数。首先是指标的拓展，以我国所倡导的“四个文明”所涉及的论域为二级指标，下面又设置了23项三级指标；其次是计算方法的改变，用层次分析法确定权重、用线性加权和合成法进行指数的合成；然后从大连市新人类发展指数的测量中发现大连市经济社会发展的优势与不足，并寻找提升大连市新人类发展指数的对策。

Human Developmnet Index put forward by UNDP cannot interpret the meaning of Human Development perfectly with three indicators, so we construct the New Human Developmnet Index under the extended concept of Human Development in this thesis. First,We extend the indicators：the new index starting with our ＂Four Civilization＂ forms the four secondary indicators of the new human development index and the secondary four indicators are also subdivided into 23 indicators. Secondly, we change the method of calculation and AHP is introduced at all levels to carry out the calculation of the weight and form the syn- thetic index. In the end this thesis tries to find advantages and disadvantages of Dalian＇s economic and social development from the calculation of the new HDI so as to look for the countermeasures to promote Dalian＇s new HDI.
