矿产资源是国家的宝贵财富，是人类赖以生存和发展的必要条件和进行现代化建设的物质基础。探析目前在全国范围内开展的煤炭资源整合涉及的法律问题，有利于政府发挥引导优势、彰显市场调节态势、体现行业自律意识、矿业权人综合利用矿产资源，对煤炭产业发展有积极的推动作用。文章从山西煤炭资源整合的状况入手，对部分现实法律问题进行思考，期待完善我国煤炭产业法律规制，促进矿业健康发展。

Coal resources are valuable assets, necessary conditions and material bases for human beings＇ existence and development. A probe into legal issues about the nationwide integration of coal resources is helpful for each government to play the dominant role, show the market trend and reflect the self - regulation of coal industry, and helpful for mine owners to comprehensively exploit the mineral resources, which is of promoting function to the development of coal industry. In this paper, the author discusses some of practical legal issues in detail, in the hope of improving the legal regulation of Chinese coal industry and promoting its healthy development.
