通过调研分析发现，欠发达地区经济实力弱，推动改革的手段和资源欠缺，自身统筹能力不足。因此，欠发达地区应该在发展中分步分阶段推进城乡统筹，走“梯度统筹”的发展路径。在当前经济条件较差情况下，要实施“促统筹”战略，即通过加快发展、加大投入、加大政策支持等方式，为欠发达地区统筹城乡发展创造条件。在具体工作中要注重统筹城乡规划、推进城乡产业互动、延伸城市公共基础设施及完善农村公共服务体系建设。
통과조연분석발현，흠발체지구경제실력약，추동개혁적수단화자원흠결，자신통주능력불족。인차，흠발체지구응해재발전중분보분계단추진성향통주，주“제도통주”적발전로경。재당전경제조건교차정황하，요실시“촉통주”전략，즉통과가쾌발전、가대투입、가대정책지지등방식，위흠발체지구통주성향발전창조조건。재구체공작중요주중통주성향규화、추진성향산업호동、연신성시공공기출설시급완선농촌공공복무체계건설。
Based on the investigation and analysis, we notice that less developed areas are weak in economic strength, short of methods and resources, and lack overall planning ability to push forward the balancing urban and rural development. Therefore, in the process of development, balancing urban and rural development should be implemented in stages ,which follows the route of ＂gradient overall planning＂. Considering the present poorer financial status, less developed areas should implement the strategy of ＂promoting overall plans＂ to create conditions for balancing urban and rural development through speeding up development and increasing the investment and policy support. Therefore, we should attach importance to overall planning, promoting industrial interaction, extending urban public infrastructure and perfecting rural public service system.
