城市是整合创新资源、集成创新活动的重要载体,城市R&D投入及其配置效率是城市自主创新能力形成的基础。文章采用DEA方法对我国35个城市R&D投入效率的特征进行分析,并进一步将R&D投入效率分解为规模效率、利用效率和纯技术效率,揭示了35个城市R&D投入效率的主要影响因素。研究结果表明,导致城市R&D投入效率非有效的主要因素是纯技术效率非有效,高新技术产业发展规模偏小和质量不高是导R&D投入效率不高的直接原因。

City is an important carrier of resources integration and innovation, its R&D input-output efficiency is the base of innovation ability. This paper analyzed 35 cities' characteristic of R&D input-output efficiency in China by using DEA method, and then decompounded the R&D input-output efficiency into scale efficiency, utility efficiency and pure technical efficiency, which explained the main factor that influence the R&D input-output efficiency in the 35 cities. The results indicated that the cities where R&D the efficiency is low are caused mainly by the invalidation of pure technical efficiency. Finally, according to the characteristic of the cities where R&D input-output efficiency was invalid, this paper put forward some correslaondin~ suu~estions.
