科技创新是推动经济和社会发展的决定因素，科技创新人才是实现一个地区跨越式发展的中坚力量，而企业、科研部门和高校是科技创新人才开发的主体。因此，要提高主体意识，明确开发目标和重点，因地制宜，建立长效机制，并注重自身开发，积极主动与政府等相关利益者进行多方互动，才能推进科技创新人才开发的有效性。
科技創新是推動經濟和社會髮展的決定因素，科技創新人纔是實現一箇地區跨越式髮展的中堅力量，而企業、科研部門和高校是科技創新人纔開髮的主體。因此，要提高主體意識，明確開髮目標和重點，因地製宜，建立長效機製，併註重自身開髮，積極主動與政府等相關利益者進行多方互動，纔能推進科技創新人纔開髮的有效性。

The technical innovation is impels the economical and the social development determining factor. The technical innovation talented people are the nucleus of realizing an area development. The enterprise, the scientific research department and the university are the main bodies of technical innovation development. Therefore, only-raising the main body＇s consciousness, making sure the development goal and key, acting as circumstances permit, establishing the persistent effect mechanism, and paying great attention to own development, carrying in own initiative with the government interacts in every way positively can advance the validity of technical innovation development of talent.
