政策评估是政策过程的一个重要环节，作为一种具有特定标准、方法和程序的专门研究活动，它是了解政策价值和效果的必由之路。自20世纪80年代以后，政策评估作为一门独立的学科在我国出现，在许多领域都取得了明显的成效。但其运用还存在不少困难和问题，影响了公共政策评估的科学化和合理化。而理论界对公共政策评估研究的匮乏和滞后，制约了公共政策评估实践的发展，在很大程度上也影响了我国政府运行与政策制定的科学化、高效化和规范化。如何摆脱公共政策评估的困境，完善其对策和制度创新，是亟待认真解决的问题。

Policy evaluation is an important tache in policy conduction. As a special research activity with specific standard, method and sequence, it is the only approach to understand the value and effect of the policy. Since the 80＇s of last century, policy evaluation appears in our countryas an independent subject and achieves obvious achievement in various fields. But there are still some difficulties and issues in the course of application. These issues influence the scientific and rational public policy evaluation. And the pinch and lag of theoretical research of public policy evaluation restrict the practical development of the evaluation and affect the government＇s policy running and the scientific, effective and standard policy making. How to get rid of the difficulties in the evaluation and how to perfect the system innovation are the problems needs to be solved seriously.
