为改变新公共管理运动带来的愈来愈严重的政府管理碎片化状态．英国等新公共管理改革先锋国家采取了协作和整合的战略，提出建设整体型政府。整体型政府是超越政府层级、部门功能分工的鸿沟，以解决人民的问题、为人民提供整合性服务为核心的政府，是关照全体、预防性、整合性、改变文化、结果取向的政府。
為改變新公共管理運動帶來的愈來愈嚴重的政府管理碎片化狀態．英國等新公共管理改革先鋒國傢採取瞭協作和整閤的戰略，提齣建設整體型政府。整體型政府是超越政府層級、部門功能分工的鴻溝，以解決人民的問題、為人民提供整閤性服務為覈心的政府，是關照全體、預防性、整閤性、改變文化、結果取嚮的政府。
위개변신공공관리운동대래적유래유엄중적정부관리쇄편화상태．영국등신공공관리개혁선봉국가채취료협작화정합적전략，제출건설정체형정부。정체형정부시초월정부층급、부문공능분공적홍구，이해결인민적문제、위인민제공정합성복무위핵심적정부，시관조전체、예방성、정합성、개변문화、결과취향적정부。
In order to change the fragmental situation of government administration that was caused by new public management campaign and is getting more and more serious, those countries which are regarded as the pioneers of this campaign, such as Britain, have adopted a cooperative and holistic strategy and held that it is necessary to build a holistic government. The holistic government is sup- posed to bridge the government levels and to eliminate the departmental labor divisions and is a result-oriented government centering on providing the holistic service for the people.
