产业集群战略在我国东部地区的实施及取得的成功表明了其是区域经济发展的重要源泉和发动机。我国东部地区三大产业集群形成、发展的原因、背案、模式及政府行为都是不同的，其区域创新能力及民营企业的发展和融资能力也有差异，但其产业集群的成长均得益于对外开放和城市集群。因此，西部地区产业集群要发展壮大，必须加强其对外开放力度和城市集群的发展。

The implementation of industrial cluster strategy in east China and its success indicate that it is important source and engine in regional economic development. The reason, background, mode and governmental behavior of the formation and development of three big industrial clusters in east China are different, their regional innovation ability and private enterprise development financing ability are also different, but the growth of the industrial clusters is benefitted from open economy and urban clusters. Thus, the development and enlargement of western industrial clusters must depend on open economy and urban clusters.
