列宁立足苏联国情，总结“战时共产主义政策”经验，初步探索了适合经济文化落后的国家建设社会主义的道路，提出了“新经济政策”。新经济政策的主要内容，包括用粮食税代替余粮收集制、发展国家资本主义、允许自由贸易、鼓励共产党员向资产阶级专家学习等。新经济政策不仅是邓小平改革开放理论的思想渊源，同时对今天我们处理“三农问题”也有重要启示意义。
列寧立足囌聯國情，總結“戰時共產主義政策”經驗，初步探索瞭適閤經濟文化落後的國傢建設社會主義的道路，提齣瞭“新經濟政策”。新經濟政策的主要內容，包括用糧食稅代替餘糧收集製、髮展國傢資本主義、允許自由貿易、鼓勵共產黨員嚮資產階級專傢學習等。新經濟政策不僅是鄧小平改革開放理論的思想淵源，同時對今天我們處理“三農問題”也有重要啟示意義。
렬저립족소련국정，총결“전시공산주의정책”경험，초보탐색료괄합경제문화락후적국가건설사회주의적도로，제출료“신경제정책”。신경제정책적주요내용，포괄용양식세대체여량수집제、발전국가자본주의、윤허자유무역、고려공산당원향자산계급전가학습등。신경제정책불부시산소평개혁개방이론적사상연원，동시대금천아문처리“삼농문제”야유중요계시의의。
Lenin,based on the practical situation of Russia and his summary of the experiences about ＂war-time Communist Policies＂, explored the road that suits the countries with backward economy and culture in their building of socialism, and advanced his ＂policy for new economy＂. The policy includes the following points： to replace collection of surplus grain with grain tax,to develop state capitalism and allow free trade,to encourage Communists to learn from capitalist experts, and so on and so forth. It not only serves as the ideological root for Deng Xiaoping＇s theory about reform and opening up, but is of great enlightenment to our handling with three problems concerning the agriculture, the countryside and the farmer.
