运用新制度经济学的制度成本理论，分别从显性成本、隐性成本、潜在成本3个角度，对集体林产权制度改革的成本进行了探讨，构建了集体林产权制度改革的成本结构，分别从宏观、中观、微观3个层面提出了减少制度成本的建议，旨在为下一步进行集体林权制度绩效的分析研究提供有益思路。

The article apply the theory of system cost in the new system economics from three angles ot explicit costs, implicit costs, potential costs separately, to discuss about the cost of the property right reform of collective forest, moreover, brings forward some suggestions to cut down the system cost from macroscopic, middle and microcosmic level, in order to provide some useful suggestions for the further study about the performance of this reform.
