Being based on the analysis of the meaning of the farmers＇ presence in the reform, It give a detail analysis of the farmers participation in every stage of the reform of collective forest authority system. On the other hand it analyzes factors that affects the reform of collective forest authority system from internal and external. At last, it establishes the farmer＇s participation system in the reform of collective forest authority system, which take the sustainable mechanism for self-development, the participatory mechanisms and the operation mechanism with fair and efficiency to support and protect the reform of collective forest authority system.
