当代的信息资源的特点是数量庞大、类型复杂、形式多样、学科交叉、分散度大及知识老化迅速、时效性强这五大特色。因而任何一个图书馆的收藏都难以做到“大而全”或“小而全”。目前，重复建设、各自为政仍是文献资源建设工作中的两大顽疾，加之出版物价格猛涨，年购书购刊量普遍下滑，而文献信息资源或知识的价值主要在于它的系统性和累积性。在到处都出现单个图书馆文献资源极其有限而读者需求急剧增加的矛盾时，建立高校图书馆、公共图书馆和科技情报机构之间的横向联系，打破原有的分割和封锁，按照业务工作的客观规律与需要相互结合起来，建立业务上与组织上的联系，实现信息资源的共享是解决这一矛盾的有效措施。

There are five major characteristics of contemporary information resources： mass data, complex type, various forms, interdisciplinary, large dispersion, rapid aging of knowledge and strong timeliness. Thus any one of the library collections are difficult to achieve ＂big and complete＂ or ＂small and complete＂. At present, repeat the contruction and each does things in his own way are still two diseases of building literature resources, combined with soaring prices of publications, published in the volume of book purchases in general decline, and the literature of information resources or the value of knowledge lies mainly in its systematic and accumulation. Everywhere appears in a single library literature is extremely limited resources, and readers demand a sharp increase in conflict, there are effective measures to resolve this contradictory horizontal linking the establishment of University Libraries, public libraries, and scientific and technological intelligence agencies, breaking the original partition, and block- ade, in accordance with objective laws of business and combining the need to establish business links with the organization to realizo the sharing of information resources.
