“浙江现象”是中国改革开放后成功实现社会转型的典范，浙江的强县发展又是“浙江现象”的一个重要特点。浙江县域经济的高速发展表明，地方政府创新为县域经济社会发展创造了良好的制度环境，促使浙江县域在社会转型过程中获得先发优势和制度落差，从而形成一批“强县”。浙江地方政府创新与强县发展的互强互动格局表明，地方政府创新推动了强县发展，而强县发展又激励地方政府进行更多的创新，由此形成的良性循环促成了浙江县域经济社会的成功转型。
“浙江現象”是中國改革開放後成功實現社會轉型的典範，浙江的彊縣髮展又是“浙江現象”的一箇重要特點。浙江縣域經濟的高速髮展錶明，地方政府創新為縣域經濟社會髮展創造瞭良好的製度環境，促使浙江縣域在社會轉型過程中穫得先髮優勢和製度落差，從而形成一批“彊縣”。浙江地方政府創新與彊縣髮展的互彊互動格跼錶明，地方政府創新推動瞭彊縣髮展，而彊縣髮展又激勵地方政府進行更多的創新，由此形成的良性循環促成瞭浙江縣域經濟社會的成功轉型。

Zhejiang＇s Phenomenon has been recognized as one of the successful examples in China＇s social and economic transitions since the implementation of reform and opening-door policies in the late 1970s. The development of prosperous counties is one of the key factors in the Zhejiang＇s Phenomenon. On the one hand, the innovative policies emphasized by local governments have provided a good environment to promote the successful economic growth among these county governments. On the other hand, the success of the local economic development has resulted in new opportunities for these county governments to develop additional innovative policies to deal with new challenges. The interaction between government innovation and county development has created a good cycle to promote the successful economic and social transitions in Zhejiang＇s county governments.
