作为一项政府投资，公务员培训所带来的回报往往是巨大的，对其效果的关注无疑具有重大意义。以北京市基层公务员为样本，对影响基层公务员培训效果的个体特征因素进行的实证研究发现，状态性特征比特质性特征对培训效果影响更为强烈，并且状态性个体特征对特质性个体特征和培训效果之间的关系起到一定的中介作用，同时年龄和性别因素也会对培训效果产生影响。在实践上，由于很难改变基层公务员个体的特质性特征，因此可以通过外部目标导向影响、引导和分类培训等多种方式改变状态性特征，来提高基层公务员的培训效果。

Public functionary training, as a governmental investment behavior, generally has great repay; so the attention to its effect is no doubt significant. The present author takes the junior functionaries in Beijing City as the sample and carries out an empirical study of their training effect in regard to their individual differences. It turns out that their status characteristics have a stronger effect than their trait characteristics upon the training result. Moreover, the former plays an intermediary role in the relationship between the latter and the training effect, while age and gender also have an impact. In reality, it is very difficult to change their trait characteristics, so the training should aim at changing their external goal orientation, guidance, and classificatory training to promote the training effect.
