目前查新机构确定检索范围的依据主要是文献的语种和发表地,国内查新只针对国内数据库进行检索。但是同时,由于我国科研的奖励机制使得我国大量科研论文在国外出版物上发表,依据文献的语种和发表地确定检索范围,使得国内查新项目在＂查全＂方面存在严重的缺陷,从这个角度来看,外文数据库应该列入国内查新项目的文献检索范围。
目前查新機構確定檢索範圍的依據主要是文獻的語種和髮錶地,國內查新隻針對國內數據庫進行檢索。但是同時,由于我國科研的獎勵機製使得我國大量科研論文在國外齣版物上髮錶,依據文獻的語種和髮錶地確定檢索範圍,使得國內查新項目在＂查全＂方麵存在嚴重的缺陷,從這箇角度來看,外文數據庫應該列入國內查新項目的文獻檢索範圍。

Novelty search institutions to determine the scope of retrieval is mainly based on the languages and published literature.The retrieval scope of domestic novelty search only retrieval domestic database.But at the same time, because of the incentive mechanism in China R ＆amp; D makes a large number of scientific papers published in foreign publications. It makes the existence of serious shortcomings in the＂recall＂of domestic novelty search to determine the scope of searches according as the languages and published literature. From the point of view, the foreign language database should be included in the scope of domestic novelty.
