一能源规划特别是电力规划的实施,不仅关系我国现代化建设的进程,而且对生态环境会产生较大甚至不可逆的影响。本文论述了开展电力规划环评的必要性,在探讨电力规划环评的重点评价内容的基础上,提出了火力电源建设规划和流域水电规划的环境影响评价指标体系。

The implementation of energy plans, especially the power planning, not only has influence on the modernization in China, but also has great and even irreversible impacts on ecosystem. The paper states the significance of environmental impact assessment (EIA) for power planning. It also delves into key issues which should be taken into account in such plan EIA. The indicator systems are finally presented for EIA of construction plan of thermal power and basin hydropower plan.
