饮用水水源保护是保障人民群众身体健康的头等大事，也是水污染防治工作的重点任务之一。我国饮用水水源保护专项基金制度存在不足，在借鉴国外做法的基础上完善饮用水水源保护专项基金制度的立法是实现饮用水水源保护的重要途径之一。

The protection of drinking water source is a fatal event for domestic people＇s health condition, and also part of the work on the prevention and control of water pollution. Flaws could be found in specialized fund system of our country＇s drinking water source protection. Therefore, analyzing foreign methods of specialized fund system will be an effective approach for improving the legislation of specialized fund system and offering the better protection for drinking water source.
