随着我国高等教育进入大众化发展阶段，如何坚持内涵式发展，突出鲜明个性，建设高水平大学是当前高等教育面临的突出问题。内涵式发展是以提高学校内部效率和质量来推动高等教育发展的模式。大学内涵式发展在宏观上要搞好顶层设计，明确发展方略，解决发展理念、发展路径的问题；在微观上要把质量发展、特色发展、服务社会、协调发展作为重点。大学内涵式发展应凸显特色，在服务地方中探索个性化发展新路。

With higher education entering the stage of mass development in China, it is the outstanding issue faced by higher education to adhere to connotation-oriented development, highlight distinct characteristic, and build high quality university. Connotation-oriented development is the mode to push forward higher educational development through promoting the internal efficiency and quality of university. In macroscopic sense, we should do the top level design well, clarify development strategy, and solve the issues of development idea and development route for the university connotation-oriented development. Meanwhile, in microscopic sense, we should emphasize on the quality development, characteristic development, serving the society and developing coordinatedly. The university connotation-oriented development should highlight characteristic and explore the new way of characteristic development in serving the local development.
