改革开放30年来,我国政治体制改革、经济体制改革和社会体制改革已经取得阶段性成果,出版行业赖以生存的经济基础、传播技术、运行机制和国际环境均已发生重大变化,出版行业不改革就没有出路。出版行业的改革目标：3年内完成158家中央在京出版单位、103家高校出版社以及所有地方出版集团、出版单位的转企改制和股份制改革。高校出版体制改革率先在北京大学出版社、清华大学出版社等18家大学出版社进行试点,达到预期目的。2008年12月,教育部、新闻出版总署确定了开展第二批高校出版体制改革的62家大学出版社,北京体育大学出版社名列其中。试图通过北京体育大学出版社体制改革实践的分析与研究,力求避免改革过程中各种不确定因素的干扰,确保出版社体制改革目标的实现,促进北京体育大学的出版事业更上一层楼。在新的起点上,实现更高水平、更高质量的持续快速发展。

The reform in the fields of pohfical, economic and social systems has made interim achievement since reform and opening up 30 years ago. What the pubhshing industry depends on, including the economic basis, technology of information communications, operational mechanism and the global environment, has changed dramatically during the time. As a result, the publishing industry would have no choices without the reform. The goals of the field reform are as following： To complete the joint-stock system reform for 158 national publishing presses in Beijing, 103 university presses ,local publishing groups and pubhshing houses within 3 years. The structural reform of university presses was tested initially in 18 university presses including Beijing University Press and Tsinghua University Press, and the expected goals of which have already been achieved. In December of 2008, the MOE （ Ministry of Education） and the GAPP （the General Administration of Press and Publication） listed the 62 university presses, including Beijing Sport University Press as one of the second trial batch to conduct the consequent reform. By analyzing and researching the practice of publishing system reform in Beijing Sport University Press, this article in tends to avoid the disturbance of those uncertain factors, guarantee the achievement of the goals of publishing system reform, and promote the development of Beijing Sport University Press.
