城乡统筹是针对城乡发展失衡现状提出来的，其目标就是城乡一体化。城乡统筹发展面临着一系列阻碍因素。城镇化是集中过程和扩散过程的统一，人口转移和空间扩散是其重要内容。本文以重庆市为例，从城镇化的人口转移和空间扩散两个角度出发，着重分析城镇化进程中存在着的阻碍城乡统筹发展的因素——农业劳动力不彻底转移、农业从业人员比重下降幅度小于农业产值比重下降幅度以及不合理的城镇体系，并针对阻碍因素提出了相应的解决措施。
城鄉統籌是針對城鄉髮展失衡現狀提齣來的，其目標就是城鄉一體化。城鄉統籌髮展麵臨著一繫列阻礙因素。城鎮化是集中過程和擴散過程的統一，人口轉移和空間擴散是其重要內容。本文以重慶市為例，從城鎮化的人口轉移和空間擴散兩箇角度齣髮，著重分析城鎮化進程中存在著的阻礙城鄉統籌髮展的因素——農業勞動力不徹底轉移、農業從業人員比重下降幅度小于農業產值比重下降幅度以及不閤理的城鎮體繫，併針對阻礙因素提齣瞭相應的解決措施。

Unified management of urban and rural area was proposed by an imbalance of urban and rural area, and its goal is urban-rural integration. Unified management of urban and rural area is faced with a series of obstacles. Urbanization is a unity of the agglomeration process and the diffusion process,whose Important element is population transfer and spatial diffusion. In this paper, from two angles of the population transfer and spatial diffusion in urbanization in Chongqing, the factors that impede the development of urban and rural in the process of urbanization are analyzed emphatically - incomplete transfer of agricultural labor force, agricultural practitioners proportion decline being less than the proportion decline of agricultural output and unreasonable system, and at last the corresponding solutions are raised against barriers.
