国际非政府组织国际法律人格目前仍是一个存有争议的问题。审视国际法理论的转变、国际社会实践的现实,并与政府间国际组织国际法律人格问题进行比较发现,承认国际非政府组织国际法律人格是可能的。从发挥国际非政府组织的作用、规制及其弊端的角度来看,承认国际非政府组织国际法律人格也是必要的。在探索国际非政府组织国际法律人格问题在理论分歧和实践矛盾原因的基础上,提出以具体问题具体分析的方法来分别认定国际非政府组织的国际法律人格、充分注意其法律人格的有限性,是一个有益的尝试。

Currently, divarication still exists on the international legal personality of non-governmental organizations. However, it is possible for the international legal personality of non-governmental organizations to be recog- nized via the survey of the changing of international law, the practice of international society, as well as the comparison of the issues on the international legal personality of intergovernmental organizations. And itg necessary to recognize them to take the international non-governmental organizations into positive effect and avoid its defects at the same time. It is also a beneficial attempt to recognize the qualifi limitations, based on the oretical divarication and practical conflict cation separately with the concerte concern of its arising from the international legal personality of non-governmental organizations.
