运用面板数据的随机效应模型分析了政府科技投入对高校科技支出及专利产出的影响。研究表明:政府对高校和企业的科技经费资助对高校科技支出产生显著的杠杆效应:政府对企业的资助通过产学研合作等方式影响高校科技支出,企业受到政府的适度资助对高校科技支出产生良好的激励效应:尽管政府资助企业R&D在一定程度上减少了高校自身的专利产出,但从整体来看,政府的科技投入对高校专利产出具有正向作用。

This paper is an empirical research which studies the impact of government's investment in Science & Technology (S&T) on the S&T Expenditure and patents of universities. It adoptes the random effect model based on panel data. The results indicates that: (1)both government S&T subsidies to enterprises and universities have a positive effect on S&T Expenditure of universities,and the more stable the subsidies are, the better effects on promoting universities increasing S&T expenditure; (2) Government S&T subsidies to enterprises affect S&T expenditure of universities by university-industry research cooperation, and moderate subsidies have a better incentive effects; (3)Despite the government S&T subsidies to enterprises reduce patents of universities to a certain extent,government S&T investment plays a positive role in patents of universities from an overall perspective.
