水资源短缺已成为人类可持续发展的共同问题。循环经济是一种生态型经济模式,应用于水资源开发、配置、利用与管理将改变传统理念模式,节约和保护水资源,形成水的健康循环,实现水资源可持续利用。属于世界水资源危机区的山东省,根据"减量化、再利用、资源化"原则,探索水资源可持续利用与循环经济发展模式,初步形成"点、线、面"相结合的综合试点体系。文章分析循环经济发展促进水资源可持续利用的机制,以工农业用水为中心,系统阐述水资源可持续利用与循环经济发展模式及成效。

Water resource shortage has become the common challenge for human sustainable development. Circular economy is a kind of ecological economic mode. When it is applied in water resource exploitation, allocation, utilization and management, traditional idea and mode will be changed and then we can reach the goal of saving and protecting water resource, forming the healthy circulation of water and realizing the sustainable utilization of water resource. As a water crisis area, Shandong province actively explores the developing mode of water sustainable utilization and circular economy and has formed the comprehensive experimental unit system integrating "spot, line and aspect" to the principle of "quantity decreasing, recycle and resource". This paper makes an analysis of the facilitation mechanism of circular economy development to the sustainable utilization of water resource. Taking industrial and agricultural water usage in Shandong province as the - center, this paper systematically expatiates on the developing mode and effect of sustainable utilization of water resource and circular economy.
