2009年是扩大内需、促进增长、调整结构的关键之年。年初自治区党委、人民政府提出了要坚持以保增长、扩内需、调结构、惠民生为工作主线的指导思想，在此背景下研究当前新疆城镇居民消费的特点、存在的问题及产生的原因，以及在此基础上提出相关的对策建议具有重要的现实意义。

It is of critical importance to enlarge internal consumption, improve economic growth and adjust economic structure in the year 2009. The Party Committee and local government of Xinjiang have advanced the guidelines of stabilizing the current growth rate, improying internal consumption, adjusting economic structure and benefiting the people. Under the very back-ground, it is of great practical significance to study the features and problems of urban residential consumption in Xinjiang, to analyze the causes and put forward the corresponding countermeasures.
