文明，它表征着一个国家或民族的经济、社会和文化的发展水平与整体面貌。人类社会发展的历史表明，人类只有以科学的发展现为指导，善待自然，建立生态文明，实现人类的科学发展，才能最终实现人与自然的和谐。建设生态文明，它离不开政策的支持，离不开经济的支撑，也离不开文化意识的潜移默化，这三者有机结合，互为补充，是建设生态文明，实现人与自然的和谐必须解决好的问题，而所有的一切活动都是以人为主体的，今天培养生态公民成为生态文明建设的新课题。
