根据欧盟地区政策及其产业转移效应、意大利核心地区产业集群升级和企业外迁的特征，可以认为广东“双转移”战略的关键是珠三角地区产业集群的中小企业。广东区域均衡发展政策目标应该是多样化的和基于增强欠发达地区内生能力的．“双转移”和珠三角产业升级是一个长期过程．目前以政府为主导的“双转移”战略和政策应该既着眼于转入地的企业也应该扶持转出地的企业。

Based on the analysis of spatial policies in EU and their effects on industrial transfer from core areas to periphery areas, the upgradiug of industrial clusters in Italy and characteristics of enterprises＇ relocation, the paper points out that the key factor of the ＂Double Transfer＂ strategy in Gnangdong is the small and medium-sized enterprise. The policy targets should be diversified and rely on strengthening the endogenous capacity of less developing areas. The ＂Double Transfer＂ and industrial upgrading of the Pearl River Delta is a long-time process. The current government-led ＂Double Transfer＂ strategy and policies should focus not only on the less developed areas but also on the enterprises in the Pearl River Delta.
