家庭联产承包责任制，无疑是中国农村土地制度变迁成功的范例，但其存在着土地权属制度既模糊又不完整，土地流转市场化程度很低，土地征收、征用制度规定侵害农民利益，土地保障色彩浓厚等弊端，现已成为制约农民增收的瓶颈。为促进农民增收，结合党的十七届三中全会精神，应从明晰土地所有权、加快实行地权登记，切实推行土地使用权流转、盘活农村土地资产，按照市场化原则对农村集体土地征用依法公平补偿，加快推进农村社会保障制度建设等方面深化土地制度改革。

Household contract management system is undoubtedly an outstanding example of successful change in rural land system in China. However, it suffers drawbacks in vague and incomplete land property right system, low marketization level in land circulation, land requisition regulations harming farmers＇ interests, and pronounced color of security through land. These faults have become bottlenecks in increasing farmers＇income. In order to boost farmers＇income, we should deepen reforms in land system in the following aspects in line with the guiding principles of the Third Plenary Session of the Seventeenth National Congress of the Communist Party of China ： clarifying land ownership and speeding up land right registration, promoting circulation of land use rights and revitalizing rural land assets, compensating requisitioned rural collective land in a lawful and fair manner according to market principles, and quickening the building of rural social security system.
