During the turbulent decades of the 1920s - 1930s, Lord Philip Noel - Baker, a former British international jurist and diplomat, put forward his well - laid thesis on collective security, which in turn caused a great deal of impact upon the contemporary academic and political circles. True, Noel - Baker was one of the pioneering scholars in teaching the discipline of international relations in Britain; equally he was deeply involved into the draft of the League of Nations Covenant and its functioning. Thus Noel - Baker was surely a well - established expert on international issues. In terms of his intellectual legacy on the concept of ＂international society＂, Noel - Baker did exert a significant impact on the study of IR including the ＂English School＂. Despite the accusation of him as ＂idealist＂ in view of the key issues on peace and war, Noel - Baker undoubtedly dedicated himself to the peace of the world. For that end,he was awarded the Nobel Peace Prize in 1959.
