统计数据质量问题严重影响着政府决策和社会公信力。本文运用博弈论分析方法，指出声誉资本大小、失信惩戒力度、报假收益及监督力度是影响统计数据失真的重要因素，证明了引入统计信用可以在有限的成本下防范数据失真，提出完善统计信用惩戒制度是统计信用发挥作用的制度基础。
統計數據質量問題嚴重影響著政府決策和社會公信力。本文運用博弈論分析方法，指齣聲譽資本大小、失信懲戒力度、報假收益及鑑督力度是影響統計數據失真的重要因素，證明瞭引入統計信用可以在有限的成本下防範數據失真，提齣完善統計信用懲戒製度是統計信用髮揮作用的製度基礎。

The quality of the statistical data is an important factor affecting the governmental decisions and the public confidence. We find that the capital of reputation, the faith-breaking punishment, gain by offering the untrue data and the supervising power are the main factors affecting the quality of the statistical data by using the game theory. We argue that the statistical credit institution is an efficient system to avoid statistical data untrue. The article suggests that the system of faithbreaking punishment is the institutional foundation to make the statistical credit work.
