＂亚权力＂的本质仍是公权力的异化。宗法族制是基于家庭的细胞形式,依靠血缘亲情网络联结而形成的组织形式。它是中国传统的政治文化之一,其基本原则是互助和亲亲,它在当代社会的余墨深深地影响着人们生活的方方面面,高校＂亚权力＂腐败的文化根源就在于此。在高校预防＂亚权力＂腐败,要充分发挥职能机关的作用,以权力制约权力要畅通渠道发挥广大师生的作用,以权利制约权力要开展形式多样的教育活动,以道德制约权力。

The essence of the sub-power is still the alienation of public power.The patriarchal clan is an organization form which is based on family and relies on blood affection.As one of the traditional Chinese political culture,its principle is mutual help,especially among relatives.The remaining influence still exists in social life.The cultural source of the sub-power corruption in universities results from this.In order to prevent the sub-power corruption,we should restrict this power（a）by another power through playing the functional departments’ role;（b）by rights through playing all the teachers and students’ role;（c）by virtue through developing a variety of educational activities.
