流域水环境管理问题的根源在于管理主体的特殊利益及主体间关系的异化。分析表明，中国流域水环境管理中存在制度性缺失。依照政治文明的发展方向，借鉴世界各国流域治理的实践经验，流域水环境管理的分权化趋势日益明显。鉴于中国市民社会发育不成熟，在流域水环境管理中，政府不仅要整合行政组织资源和力量，而且要培育社会公众参与的意识和能力，以达到实现流域水环境公共治理的目标。
流域水環境管理問題的根源在于管理主體的特殊利益及主體間關繫的異化。分析錶明，中國流域水環境管理中存在製度性缺失。依照政治文明的髮展方嚮，藉鑒世界各國流域治理的實踐經驗，流域水環境管理的分權化趨勢日益明顯。鑒于中國市民社會髮育不成熟，在流域水環境管理中，政府不僅要整閤行政組織資源和力量，而且要培育社會公衆參與的意識和能力，以達到實現流域水環境公共治理的目標。

This paper discusses the water environment management in river basin which has been in trouble because of particular interests and their alienation. From the political-administrative perspective, there are critical institutional shortcomings in the water environment management in river basin of China. According to the tendency of political culture and the experience of river basin management in other countries, the decentralization tendency in the water environment management in river basin has become more and more notable. Due to the fact that China＇s civil society is still immature, in the water environment management in river basin, the government needs not only to integrate the resource and power of administrative organization, but also to cultivate the participation consciousness and ability of the public.
